          Copenhagen: far-reaching climate agreement an impossible dream

          US involvement gives the climate-change summit in Copenhagen greater significance than previous global events, but the results will disappoint environmental lobby groups, writes Ian Lewis

          ACHIEVING meaningful results from December's Copenhagen climate-change summit will take some doing. There are immense administrative and technical problems to overcome. The costs involved in significant action will be unappetising to many governments at a time of economic difficulty. And countries remain suspicious of each other's motives. However, progress of some sort should be made – if only to avoid the embarrassment of failure.

          The UN-sponsored conference, which brings together global leaders to discuss legislation to update the Kyoto Protocol, takes place on 7-18 December in the Danish capital. If all goes to plan, the findings of two working groups should be reduced to a document about 30 pages long, satisfying numerous viewpoints from around the world – on the face of it, a near-impossible task.
